According the Law of November 1994, the offcial emblem of the Mexican Secretariat of Navy (Secretaría de Marina) is based on the National Arms in gold, where the nopal, lake and stone were replaced by two crossed silver anchors; while the snake chages to silver also.
The whole is surrounded by the text "SECRETARIA DE MARINA ARMADA DE MEXICO" (Secretariat of Navy Armed of Mexico) in gold.

This version, without text, was used on the prior-Oct. 2000 Presidential ensign.
It it gold, buth the anchor and snake are silver.
